Pavement Management
This program was first presented in July 2006 to the City Council of the City of Muscatine. It was then later adopted and approved by the City Council to launch a three-year program that would cost the city five million dollars. This multi-year program was designed to identify roadways within the city that need to be improved to meet a pre-determined level of quality and safety. Contracted with a company for the distress data collection, video logging, and to coordinate the collection process, each street of Muscatine is assigned a pavement condition index (pci). PCI is calculated taking several items into consideration which include road roughness, rutting, cracking, patching, and faulting. Staff is then able to determine the most effective combination of reconstruction, rehabilitation and maintenance measures to fit within our budgeted amount.
In both 2007/2008 and 2008/2009 fiscal years, bond proceeds and Road Use Tax funds were allocated to continue the comprehensive pavement management program (PMP). We are now in our final year (2009) of the three-year program. |
