HERSHEY MANOR
Historic location, park-like lawn, comfortable living - that’s what you find at Hershey Manor. This 50-unit home for seniors (age 62+) is conveniently located with access to bus lines. Meals are served M-F (except Sunday and holidays) for persons who choose to eat there. Apartments are fully equipped with kitchen, bathroom, living room and bedroom.
Laundry facilities, convenient mailroom access, adjacent to Senior Circle building and secure entry system at all building entrances.
Tenants pay no more than 30% of their income for rent and utilities after medical and disability deductions. You may call the Hershey Manor office at 563-263-8304.

Additionally, for eligible persons currently on the Section 8 rental assistance program, the Muscatine Municipal Housing Agency is able to help them with monthly mortgage payments instead of monthly rental assistance. These payments are made directly to the lender on a monthly basis and as with the rental assistance; the mortgage assistance will adjust according to changes in the participant’s income. Choice Voucher Program Waiting List
The Section 8 Rental Voucher Program increases affordable housing choices for very low-income households by allowing families to choose privately owned rental housing. The public housing authority (PHA) generally pays the landlord the difference between 30 percent of household income and the PHA-determined payment standard-about 80 to 100 percent of the fair market rent (FMR).
Your rent payment is based on your income. The voucher will pay anything above 30% of your adjusted monthly income up to an established limit. For example, if you earn $2,000 per month and the home you want rents for $900 per month, you would pay $600 and the voucher would cover the difference of $300 as long as the Fair Market Rent for your area is equal to or greater than $900.
