Pet Registration


The City Code of Muscatine requires that all dogs or cats be registered and licensed by the City. A pet license runs concurrently with the pet’s rabies vaccination. The pet license is required to be renewed annually with each yearly rabies vaccination. If your pet has received a two or three year vaccination, you must renew your pet license annually or pay the multiple years of license fees at the time of registration.

It is the responsibility of the owner to present proof the pet being registered is altered. The pet licensing requirement applies to all pets over six months of age. It excludes owners of seeing-eye dogs or owners who are confined to a wheelchair. Both are exempt from paying the pet fee; however they are still required to register their animals with the Finance Office at City Hall.

Commercial Breeders


Commercial breeders that hold a commercial breeders license or certificate, if federally licensed, and a State of Iowa Sales Tax certificate are exempt. However, commercial breeders are required to pay an annual commercial breeder’s fee of $40.00 to the City of Muscatine. They are also required to have proof of rabies vaccinations. A person who owns or harbors three or less breeding males or females is not a commercial breeder.

Vaccination Requirements


All dogs and cats six months of age and older are required to have a rabies vaccination.

Identification Requirements


Animals are required to have the following identification:

  1. A durable collar and leash.
  2. Rabies tag attached to collar.
  3. The owner’s name, address, phone number and the pet’s name on an ID tag.
  4. City of Muscatine License Tag.

Licensing Fees


ALL PETS SIX MONTHS AND OLDER IN THE CITY OF MUSCATINE CITY LIMITS ARE REQUIRED TO BE REGISTERED.

Altered Pet $5.00

Spay Neuter Assistance for Pets (S.N.A.P.)


S.N.A.P. is a non-profit organization dedicated to reducing the pet overpopulation crisis and the resulting expenses and suffering by offering financial assistance to qualifying low income pet owners who wish to spay or neuter their pets. The Muscatine Humane Society has a separate spay/neuter policy for pets adopted from them. S.N.A.P. serves pet owners living in Muscatine County or adjacent to it.
