The Human Resources Department oversees the human resource and risk management functions for the City of Muscatine. This department is responsible for maintaining uniform policies in regard to hiring, training, risk management, labor contracts, and other personnel guidelines. In addition, HR staff is responsible for implementation of the Civil Service process.

City Employment

All applicants must submit a completed City of Muscatine employment application. Muscatine is an Equal Employment Affirmative Action Employer.

How to apply

Applications are available in three ways:

1. Online – Applicants may print an application and return it to the Human Resources Department
2. In Person – Applications are available in Human Resources at City Hall, 215 Sycamore Street in Muscatine
3. By Mail – An application may be requested by calling 563-264-1550

When to apply

Generally, the City takes applications only for posted openings. However, applications for the following positions are accepted any time:

1. Police Officer
2. Fire Fighter/Paramedic
3. Transit Driver
4. Seasonal Positions

Hiring Process

For Civil Service positions the applications are screened for minimum qualifications. Those applicants meeting the criteria will be invited to participate in the Civil Service testing process. For non-Civil Service positions, the hiring process is established in a manner appropriate for the position. It is the City’s goal to successfully match the right candidates for the right positions!
